Petroleum Spills- Corrective Action Plan

Corrective Action is the term the New York State Department of Environmental Conservation (NYSDEC) provides for the activities undertaken to identify and clean up a release of petrochemicals to the environment. These clean up activities may include Interim Remediation, Investigation, Remediation and Monitoring. The document used to describe the corrective action specifications and temporal requirements is termed a Corrective Action Plan (CAP).

A CAP consists of the following:

Investigation Plan & Investigation Report
   • Investigation is the term the NYSDEC provides for the activities undertaken to evaluate the extent of contamination resulting from a release of      petrochemicals.
   • The USEPA defines the scope of an investigation regarding underground injection wells (UIWs) as a Quality Assurance Project Plan, Selective      Sampling Investigation Plan.
   • Investigation activities typically include site history and records review, collection of soil and groundwater samples, and evaluation of the severity      of impact on the public health and the environment from a petrochemical release.
   • The information gathered during the investigation should be sufficient to identify the areal extent, depth of contamination, and degree of      contamination in both soil and groundwater.
   • The investigation generates information to support interim and comprehensive remediation decisions.
   • The investigation scope is proposed in the form of an Investigation Plan (IP), and the investigation results are summarized in an Investigation      Report (IR).
Remediation Plan
   • Remediation is the term the NYSDEC provides for activities undertaken to remove petrochemical contamination sufficiently to return the site to      pre-spill conditions, or at a minimum, to protect human health and the environment.
   • Remediation activities include monitoring, and/or designing and operating groundwater and/or soil remediation equipment.
   • Risk evaluations are made by means of comparing detected results with soil, water and exposure threshold values as published by various NYSDEC      guidance documents and manuals.
   • The document used to describe the remedial specifications and temporal requirements is termed a Remediation Plan (RP).
