The New Partners for Community Revitalization (NPCR) 6th Annual Brownfields Forum

Was held yesterday in Brooklyn, with the event focused on Governor Cuomo’s new Brownfields Budget Bill. The elements of the bill were presented and debated, including such aspects as the 10-year extension of the brownfields tax credits (BTCs), new limitations on receiving the Tangible Property BTC, the lack of new funding for Brownfield Opportunity Areas (BOAs), and waivers of hazardous waste program fees for properties enrolled in the New York City Voluntary Cleanup Program (VCP). Speakers included Dan Walsh (NYC OER), John Gearrity (NYC HPD), Eugene Leff (NYSDEC), Bob Schick (NYSDEC DER), Dale Desnoyers (former NYSDEC DER), Jim Tripp (Environmental Defense Fund), and other prominent stakeholders and community leaders. The next NPCR event will be held in a round-table format on March 4, 2014, to further explore the Brownfields Budget legislation and build on discussions from the Forum.
